Paramedics have the most advanced training in pharmacology and scope of practice among EMS levels, which lets them administer a wide range of medications through multiple routes (like IV, IO, inhaled, or intramuscular) under medical control. This broader training and protocols enable them to manage a variety of urgent conditions with medications, which is why they are the level described as able to administer meds.

First responders generally have basic medical training and provide immediate care, but they don’t carry or administer prescription medications.
